It was set up in the backyard of the house of local pro-independence politician Manuel Carrascalao, brother to the former East Timor governor.
It housed approximately 120 IDP's (Internally Displaced People} from the Maubara district who had left their homes after being violently intimidated by the pro-Indonesian militias.
Two weeks after this picture was taken, local militias, watched by the Indonesian military, broke into the camp and killed approximately 25 IDP's with knives and machetes, including the 18 year old son of Manuel Carrascalao.
